八月己丑，東京舍利軍詳穩大延琳囚留守駙馬都尉蕭孝先及南陽公主，殺戶部使韓紹勛、副使王嘉、四捷軍都指揮使蕭頗得，延琳遂僭位，號其國為興遼，年為天慶。 On jichou day of the eighth month Eastern Capital Sheli Army xiangwen Da Yanlin imprisoned regent imperial son-in-law commandant Xiao Xiaoxian and Nanyang Princess, killed Revenue Commissioner Han Shaoxun, deputy commissioner Wang Jia, and Four Expeditions Army commander-in-chief Xiao Piede; Yanlin then usurped the throne, called his state Xingliao, and took the era name Tianqing.

燕又仍歲大饑，戶部副使王嘉復獻計造船，使其民諳海事者，漕粟以賑燕民。 Yan again suffered famine year after year; Revenue Deputy Commissioner Wang Jia again proposed building ships and having locals skilled in maritime affairs transport grain by water to relieve the people of Yan.

故延琳乘之，首殺紹勛、嘉，以快其眾。 Therefore Yanlin seized the opportunity, first killing Shaoxun and Jia to satisfy his followers.

九年，燕地饑，戶部副使王嘉請造船，募習海漕者，移遼東粟餉燕，議者稱道險不便而寢。 In the ninth year, famine struck the Yan region; Vice Commissioner Wang Jia of the Household Bureau proposed building ships, recruiting men skilled in sea transport, and shipping grain from Liaodong to feed Yan—but critics declared the route too perilous, and the plan was abandoned.
