宰相皇甫鎛方諛媚固寵，道古言柳泌有道術，鎛得進之，待詔翰林。 Chief Minister Huangfu Bo was then currying favor through flattery. Daogu claimed that Liu Bi possessed Daoist arts. Bo presented him to the throne, and Liu was retained at the Hanlin Academy.

鎛既貶責，授道古循州司馬，終以服丹藥，歐血而卒。 After Bo was demoted and punished, Daogu was appointed acting chief secretary of Xun Prefecture. He ultimately died vomiting blood from the elixirs he had taken.

憲宗之討淮西也，度支使皇甫鎛加劍南東西兩川、山南西道鹽估以供軍。 During Xianzong's campaign against Huaixi, Expenditure Commissioner Huangfu Bo raised salt valuations in eastern and western Jiannan and Shannan West to fund the war.

貞元中，盜鬻兩池鹽一石者死，至元和中，減死流天德五城，鎛奏論死如初。 Under Zhenyuan, selling a shi of smuggled Two Ponds salt meant death; under Yuanhe the penalty was reduced to exile at the Five Forts of Tiande. Huangfu Bo petitioned to restore the death penalty.

至皇甫鎛又奏置榷鹽使，如江淮榷法，犯禁歲多。 Huangfu Bo then petitioned to install salt monopoly commissioners on the Jiang-Huai model, and violations grew year by year.

皇甫鎛建議，內外用錢每緡墊二十外，復抽五十送度支以贍軍。 Huangfu Bo proposed clipping twenty per string nationwide and extracting fifty more for the army fund.

已而卒為異、鎛所構，以檢校尚書右僕射兼門下侍郎平章事為河東節度使。 Before long he was framed by Cheng Yi and Huangfu Bo and sent out as military commissioner of Hedong, though still bearing the titular rank of chief minister.
