御史臨淮韓牧以為「可略於禹貢九河處穿之，縱不能為九，但為四五，宜有益。」 Han Mu of Linhuai, a censor, held that "channels could be cut roughly where the Nine Rivers are placed in the Yu Gong. Even if nine cannot be made, four or five should still be beneficial."

大司空掾王橫言：「河入勃海，勃海地高於韓牧所欲穿處。 Clerk to the Grand Minister of Works Wang Heng said: "The river empties into Bohai, but Bohai terrain is actually higher than Han Mu's proposed cuts.
