高宗永徽二年，始停秀才科。 In Gaozong's second Yonghui year (651), the Xiucai examination was abolished.

高宗朝，劉思立加進士雜文，明經填帖，故為進士者皆誦當代之文，而不通經史，明經者但記帖括。 Under Gaozong, Liu Sili added literary compositions to the Jinshi examination and fill-in passages to Mingjing; Jinshi candidates thereafter memorized contemporary essays without mastering the classics or histories, while Mingjing candidates merely memorized passage extracts.

自太宗時置義倉及常平倉以備凶荒，高宗以後，稍假義倉以給他費，至神龍中略盡。 Taizong had established charity granaries and ever-normal granaries against famine. After Gaozong they were repeatedly diverted to other expenses, and by the Shenlong era the reserves were nearly gone.
