熙寧元年，始命入內副都知張若水、西上閣門使李評料簡弓弩而增修之。 In the first year of Xining (1068), Zhang Ruoshui, deputy director of the inner service, and Li Ping, western upper gate commissioner, were first assigned to review and upgrade bows and crossbows.

若水進所造神臂弓，實李宏所獻，蓋弩類也。 Ruoshui presented the "divine-arm" crossbow he had devised—it had actually been submitted by Li Hong and belonged to the crossbow family.
