楊士驤，字蓮府，安徽泗州人。 Yang Shixiang, whose courtesy name was Lianfu, came from Sizhou in Anhui.

士驤以為河所以歲決者，河工員吏利興修，又因以遷擢也。 Yang believed annual breaches persisted because river officials profited from repair projects and used them to win promotion.

數月盜少戢，會各國撤京、津兵，士驤與德官議，遂盡撤駐路德兵。 Banditry eased within months; when the powers withdrew troops from Beijing and Tianjin, Yang negotiated with German officers and secured the full withdrawal of German forces along the railway.

士驤承其後，一切奉行罔有違，財政日竭，難乎為繼，而周旋因應，常若有馀，時頗稱之。 Yang followed him, maintained all his policies, and though finances grew exhausted and hard to sustain, he handled affairs with apparent ease and won contemporary praise.

時議修永定河，士驤閱河工，疏言：「全河受病，一由下口高仰，宣洩不暢； When repair of the Yongding River was debated, Yang inspected the works and memorialized: "The river's ailments are twofold: the lower outlet is elevated and blocked, preventing discharge;

士驤慨然思革百年之弊，疏曰：「國初因明季加派紛繁，民生彫敝，屢降旨申禁科累。 Yang resolved to reform abuses of a century and memorialized: "At the founding of the dynasty, the many surcharges of the late Ming had exhausted the people, and repeated edicts forbade cumulative exactions.

五月，卒，贈太子少保，諡文敬。 He died in the fifth month and was posthumously made Junior Guardian of the Heir Apparent with the title Wenjing (Cultivated Respect).

士驤少孤露，起家幕僚，至於專閫，與人無迕，眾皆稱其通敏雲。 Orphaned young, Yang rose from secretarial work to frontier command, offended no one, and was widely praised for his tact and quick wit.

馥諳練，士驤通敏，元鼎辦交涉，曾敭論法律，並能持正。 Zhou Fu was experienced, Yang Shixiang tactful, Lu Yuanding handled foreign affairs, and Zhang Cengyang debated law—all upheld integrity.
