於是諸侯上疏曰：「楚王韓信、韓王信、淮南王英布、梁王彭越、故衡山王吳芮、趙王張敖、燕王臧荼昧 死再拜言，大王陛下：先時秦為亡道，天下誅之。
So the feudal lords submitted a memorial: "Han Xin, King of Chu; Xin, King of Han; Ying Bu, King of Huainan; Peng Yue, King of Liang; Wu Rui, former King of Hengshan; Zhang Ao, King of Zhao; and Zang Tu, King of Yan, risking death, bow twice and say: Great King, Your Majesty, formerly Qin acted without the Way, and the world punished it.
詔曰：「故衡山王吳芮與子二人、兄子一人，從百粵之兵，以佐諸侯，誅暴秦，有大功，諸侯立以為王。
The edict said: "The former King of Hengshan, Wu Rui, with two sons and one nephew, led Baiyue troops to assist the feudal lords in punishing the violent Qin and had great merit. The feudal lords established him as king.
項羽侵奪之地，謂之番君。
Xiang Yu invaded and seized his territory, calling him Fan Jun.
其以長沙、豫章、象郡、桂林、南海立番君芮為長沙王。」
Enfeoff Fan Jun Wu Rui as King of Changsha with Changsha, Yuzhang, Xiangjun, Guilin, and Nanhai."
