初，太常博士韋都賓、陳京請借富商錢，德宗以問度支杜佑，以為軍費裁支數月，幸得商錢五百萬緡，可支半歲。 Erudites of the Imperial Ancestral Temple Wei Dubin and Chen Jing first proposed borrowing from rich merchants. Dezong consulted Du You, director of revenue, who replied that army funds would last only a few months but that five million strings from merchants could sustain the war for half a year.
