世祖初立御史臺，首命塔察兒、奔帖傑兒二人協司其政。

世祖命廷臣集律令章程，以為萬世法。
Shizu ordered court ministers to compile statutes and regulations as law for ten thousand generations.
朕今居太祖、世祖所居之位，凡省、院、臺、百司庶政，詢謀僉同，摽譯所奏，以告於朕。
