十一年，巡撫毓科、布政使慶廉為言官論劾，命懋謙按之，疏言：「毓科非應變之才，適當賊擾，省防尤重。 In the eleventh year Governors Yu Ke and Administration Commissioner Qing Lian were impeached by the censors; Maoqian was ordered to investigate and memorialized: "Yu Ke lacks the resourcefulness needed in an emergency; with bandits active, provincial defense is especially critical.

慶廉現未到任，無事蹟可考，未敢妄陳。」 Qing Lian has not yet taken up his post; there is no record of his conduct to judge, and I dare not speak without evidence."
