四十五年，命偕侍郎喀凝阿往雲南按總督李侍堯貪私事。 In the forty-fifth year he was ordered to accompany Vice Minister Ka Ning'a to Yunnan to investigate corruption charges against Governor-General Li Shiyao.

侍堯號才臣，帝所倚任。 Li Shiyao was regarded as a talented minister in whom the emperor placed great trust.

和珅至，鞫其僕，得侍堯婪索狀，論重闢，奏雲南吏治廢弛，府州縣多虧帑，亟宜清釐。 When He Shen arrived, he interrogated Li's servants and obtained proof of his greed and extortion. Li was sentenced to capital punishment. He Shen memorialized that Yunnan's administration had grown lax, that many prefectures and counties showed treasury shortfalls, and that urgent rectification was required.

上欲用和珅為總督，嫌於事出所按劾，乃以福康安代之。 The emperor wished to appoint He Shen governor-general, but thought it improper to give the post to the very man who had impeached Li, and so Fu Kang'an was appointed in his place.
