尚書責問衛尉，由是衛官不復私使候、司馬。
The imperial secretariat censured the commandant of guards, and guard officers no longer privately detailed the colonel or marshal for errands.
是時，上方用刑法，信任中尚書宦官，寬饒奏封事曰：「方今聖道浸廢，儒術不行，以刑余為周、召，以法律為《詩》、《書》。」
Kuangrao submitted a sealed memorial saying, "Today the sage way is gradually abandoned, Confucian learning does not prevail; mutilated convicts are treated as the Duke of Zhou and the Duke of Shao, and statutes are taken for the Odes and Documents."

At the time, the emperor's maternal uncle Wang Li, Marquis of Hongyang, had retainers use Nan Commandery Administrator Li Shang's influence to claim several hundred qing of uncultivated land. Much of it was marshland that the Privy Treasurer had leased to commoners and that they had already reclaimed. Wang Li then memorialized offering it to the government.
寶聞之，遣丞相史按驗，發其姦，劾奏立、尚懷姦罔上，狡猾不道。

When the memorial was submitted, the Son of Heaven was displeased. Because Bao was a noted minister, he could not bear to execute him, and therefore issued a formal edict to the chancellor and Grand Minister of Works: "Metropolitan Commandant Bao has memorialized that the former Vice Director of the Masters of Writing Chong was wronged, and asks that Master of Writing Zhao Chang be imprisoned and tried.
寶曰：「周公上聖，召公大賢，尚猶有不相說，著於經典，兩不相損。
Bao said, "The Duke of Zhou was a supreme sage, and the Duke of Shao a great worthy, yet even they had disagreements, as is recorded in the classics, and neither was diminished by it.
