四年春，陝西轉運使李稷奏：「本道九軍，什物之外，一皆無之，乞於永興軍庫以餘財立法營辦。」 In the spring of the fourth year Li Ji, Shaanxi transport commissioner, reported: "This circuit's nine armies lack everything beyond sundries; we beg to use surplus funds in the Yongxing Army depot to establish regulations and provide for them."
