二十四年，河道總督靳輔請於高郵、寶應諸州縣築堤，束黃河注海，按察使於成龍主濬海口，下廷臣議，用輔策。 In year 24 Grand Canal Director Jin Fu asked to build dikes in Gaoyou, Baoying, and other districts to confine the Yellow River and send it to the sea; Surveillance Commissioner Yu Chenglong advocated dredging the sea mouth. The matter was referred to court ministers, who adopted Fu's plan.

靳輔督南河，主築堤束水，下游不濬自通。 Jin Fu, supervising the southern rivers, favored dikes to confine the current, arguing the lower course need not be dredged.

輔興屯田，議者謂不便於民，多不右輔，明珠獨是其議。 Fu also promoted military colonies; critics said they harmed the people, and most opposed him—only Mingzhu backed his plan.

靳輔與明珠交結，初議開下河，以為當任輔，欣然欲行。 Jin Fu was allied with Mingzhu; when opening the lower river was first proposed, Fu was eager to take charge.

及上欲別任，則以於成龍方沐上眷，舉以應命，而成龍官止按察使，題奏權仍屬輔，此時未有阻撓意也。 When the emperor wanted another appointee, they nominated the favored Yu Chenglong, though he was only a surveillance commissioner and Fu still controlled memorials—at that point they had not yet meant to obstruct.

及輔張大其事，與成龍議不合，乃始一力阻撓。 When Fu inflated the project and clashed with Chenglong, he began to obstruct it with all his power.

先是下河工程，靳輔與按察使於成龍議不協，命佛倫偕侍郎熊一瀟等勘議。 On the lower-river project Jin Fu and Surveillance Commissioner Yu Chenglong clashed; Folun joined Vice President Xiong Yixiao and others to investigate.

佛倫受明珠指，議如輔言，為總漕慕天顏所劾。 Directed by Mingzhu, Folun ruled for Fu's plan and was impeached by Grain Transport Director Mu Tianyan.

御史陸祖修亦劾佛倫袒輔，且言：「九卿會議時，尚書科爾坤等阿佛倫意，尚書張玉書、左都御史徐乾學言興屯所佔民田應還之民，科爾坤置不聞。 Censor Lu Zuxiu also impeached Folun for favoring Fu, stating: "At the Nine Ministers' conference, Minister Ke'erkun and others toadied to Folun's intent; Ministers Zhang Yushu and Left Censor-in-Chief Xu Qianxue said the civilian fields seized for military colonies should be returned to the people, but Ke'erkun paid no heed.

召輔等廷對，佛倫乃奏停屯田，並汰前所設官。 Fu and others were summoned to court; Folun then urged halting the colonies and abolishing the offices created for them.

時河督靳輔請停濬下河，築高家堰重堤，清丈堤外田畝以為屯田，謂可增歲收百餘萬。 Grand Canal Director Jin Fu wanted to stop dredging the lower reach, build up the Gaojia Weir dikes, and turn dike-side fields into garrison farms, claiming a million taels in added revenue.

巡撫於成龍議不合，上令尚書佛倫往勘，主輔議。 Governor Yu Chenglong disagreed. Minister Folun was sent to inspect and sided with Jin Fu.

二十七年，琇疏劾輔治河無功，偏聽幕客陳潢阻濬下河。 In year 27 Xiu impeached Jin Fu for failing to control the river and letting his secretary Chen Huang block dredging of the lower reach.

尋輔入覲，復召諸大臣與議。 When Jin Fu came to court the ministers were summoned again for deliberation.

琇申言屯田害民，輔坐罷，而擢琇僉都御史。 Xiu again argued that garrison farms harmed the people. Jin Fu was dismissed and Xiu was made Censor-in-Chief.

琇疏劾明珠與國柱結黨行私，詳列諸罪狀，並及佛倫、傅拉塔與輔等交通狀，於是明珠等降黜有差。 Xiu impeached Mingzhu and Guozhu for faction and corruption, listed their crimes in detail, and exposed collusion by Folun, Fulata, and Jin Fu. Mingzhu and the others were demoted.

河道總督靳輔議起翟家壩迄高家堰築重堤，束堤堰溢出之水北出清口，謂疏濬無益。 Canal Director Jin Fu proposed heavy dikes from Zhujiaba to Gaojiayan to channel overflow north through Qingkou, arguing dredging would not help.

上遣尚書佛倫、熊一瀟，給事中達奇納、趙吉士會勘，佛倫等主用輔議，天顏、在豐議與輔異。 The emperor sent Minister Folun, Vice Minister Xiong Yixiao, and Secretaries Daqina and Zhao Jishi to inspect. Folun's party backed Jin Fu; Tianyan and Zaifeng disagreed.

天顏密疏力爭，輔疏劾天顏與在豐有連，欲在豐建功，故堅阻上游築堤。 Tianyan argued forcefully in a secret memorial. Fu impeached him for colluding with Zaifeng to block upstream diking so Zaifeng could claim credit.

下部議，奪天顏職，而輔亦為御史郭琇、陸祖修，給事中劉楷交章劾罷。 The ministries ruled: Tianyan was dismissed, and Fu was impeached in turn by Censors Guo Xiu and Lu Zuxiu and Secretary Liu Kai and removed.
