甲午，立行樞密院，命昭武王、知樞密院事火沙領行樞密院事，賽帖木兒、買奴並同知行樞密院事。
On jiawu day a traveling privy council was established; Prince Zhaowu and privy council administrator Huosha was put in charge of traveling privy council affairs; Sa Temür, Mainu, and others were made associate traveling privy council administrators.
乙未，特命孛羅等傳旨，宣諭燕鐵木兒、伯答沙、火沙、哈八兒禿、八即剌等曰：「世祖皇帝立中書省、樞密院、御史臺及百司庶府，共治天下，大小職掌，已有定制。
On yimao day Boluo and others were specially charged to transmit the intent and proclaim to Yan Temür, Badashah, Huosha, Qabarqu, Ba'irq, and others, saying, "Shizu established the Central Secretariat, the Privy Council, the Censorate, and the hundred offices and various bureaus to jointly govern all under Heaven; great and small duties already have fixed regulations.
