當時鳩斂所餘，權付尚書左丞蔡仲熊、驍騎將軍何佟之，共掌其事。 What remained from the earlier collection was provisionally entrusted to Cai Zhongxiong, Left Assistant Director of the Secretariat, and He Tongzhi, General of Valiant Cavalry, who jointly oversaw the work.

天監元年，佟之啓審省置之宜，敕使外詳。 In the first year of Tianjian, He Tongzhi submitted a memorial on whether the bureau should be retained or abolished, and an edict ordered the outer offices to deliberate the matter.

乃以舊學士右軍記室參軍明山賓掌吉禮，中軍騎兵參軍嚴植之掌凶禮，中軍田曹行參軍兼太常丞賀蒨掌賓禮，征虜記室參軍陸璉掌軍禮，右軍參軍司馬裴掌嘉禮，尚書左丞何佟之總參其事。 Ming Shanbin, a former academician and Record-Office Aide on the Right Army staff, was placed in charge of auspicious rites; Yan Zhizhi, Cavalry Aide on the Central Army staff, of inauspicious rites; He Qian, acting Field Bureau Aide on the Central Army staff and concurrently Assistant Director of the Court of Imperial Sacrifices, of guest rites; Lu Lian, Record-Office Aide to the General Who Conquers the Caitiffs, of military rites; Sima Pei, Staff Officer of the Right Army, of celebratory rites; and He Tongzhi, Left Assistant Director of the Masters of Writing, was given overall supervision of the project.

佟之亡後，以鎮北諮議參軍伏暅代之。 After He Tongzhi died, Fu Xiong, Advisory Staff Officer to the General Who Pacifies the North, replaced him.

祠部郎何佟之議：「昔舜受終文祖，義非胤堯，及放勛徂落，遏密三祀。 He Tongzhi, directorate-of-sacrifices attendant, argued: "When Shun received the mandate from Wenzu he did not, in principle, inherit Yao; when Fangxun died, he suppressed music for three years.

祠部郎何佟之議曰：「春秋之旨，臣子繼君親，雖恩義有殊，而其禮則一，所以敦資敬之情，篤方喪之義。 He Tongzhi argued: "The Spring and Autumn Annals teach that ministers and sons succeed lords and parents; obligations differ, but the rites are one—to deepen nourishing respect and firm the meaning of proper mourning.

尚書令王晏等十九人同佟之議。 Wang Yan, director of the Masters of Writing, and nineteen colleagues sided with He Tongzhi.

祠部郎何佟之議：「羔裘玄冠不以弔。 He Tongzhi of the sacrifices directorate argued: "Lamb-fur robe and black cap are not for condolence calls.
