河決，總督方觀承劾英廉淤溝鑲埽，衝陷水上月堤，匿不以聞，遂誤要工。 When the river breached, Governor-General Fang Guancheng impeached Ying Lian for silt-choked ditches and inset revetments that had burst and collapsed a moon-shaped dike above the water; Ying Lian had kept silent about it, delaying essential repairs.

逾年讞未決，觀承請遣大臣蒞其事。 After more than a year without a verdict, Guancheng asked that a senior minister be dispatched to try the case.

然觀承以總督劾屬吏，不敢率意入罪，讞逾年未定，請遣大臣蒞其事。 Still, as governor-general prosecuting a subordinate, Guancheng would not convict lightly; the case dragged on for over a year before he asked for a senior minister to take it over.
