省奏謂不拘括則訟終不絕，遂遣大興府治中烏古孫仲和、侍御史范楫分括北京路及中都路二稅戶，凡無憑驗，其主自言之者及因通檢而知之者，其稅半輸官，半輸主，而有憑驗者悉放為良。 The province warned that without investigation lawsuits would never end; Wugusun Zhonghe and Fan Ji were sent to investigate double-tax households on the Beijing and Central Capital routes—unverified cases where masters confessed or comprehensive inspection revealed them paid tax half to state and half to master; verified cases were all freed.
