至元帝時，以貢禹議，始罷角抵，而未正治兵振旅之事也。 Under Emperor Yuan, jiaodi spectacle was removed, but proper military-ritual discipline was still not fully reestablished.

至元帝初立，乃下詔曰：「夫法令者，所以抑暴扶弱，欲其難犯而易避也。 When Emperor Yuan first ascended the throne, he issued an edict: 'Laws and ordinances are meant to restrain the violent and support the weak, and should be difficult to violate but easy to avoid.
