大定十六年，世宗以吏員與士民之服無別，潛入民間受賕轀獄，有司不能檢察，遂定懸書袋之制。 In the sixteenth year of Dading [1176], Emperor Shizong found clerks indistinguishable from commoners, secretly taking bribes among the people beyond official inspection, and mandated suspended document pouches.
