They perfected the imperial Way, brought peace to the realm, ensured enduring ancestral rites, and left histories that shine, all because the right men were appointed.

太宗嘗謂攝吏部尚書杜如晦曰：「今專以言辭刀筆取人，而不悉其行，至後敗職，雖刑戮之，而民已敝矣。」 Emperor Taizong once told acting Minister of Personnel Du Ruhui: "We now choose men only by eloquence and paperwork, without truly knowing their conduct. When they later fail in office, even execution cannot undo the harm already done to the people."
