京兆尹崔元略請犯者本軍、本使涖決，帝不能用，詔送本軍、本使，而京兆府遣人涖決。 Prefect Cui Yuanlue asked that offenders be tried by their own army or commissioner; the emperor refused, ordering transfer to those units while the metropolitan government still sent officers to adjudicate.
