有文谷水，分溉交城田，文陽郭帥專其利而堰之，訟者累歲，莫能直，澄折以理，令決水，均其利於民。 The Wengu stream irrigated Jiaocheng's fields, but the district commander Guo of Wenyang had monopolized its water by building a dam. The dispute dragged on for years without resolution until Cheng judged the case on its merits, ordered the dam opened, and ensured the water's benefits were shared equally among the people.
