故稻田使者燕倉先發覺，以告大司農敞，敞告諫大夫延年，延年以聞。 The former rice field envoy Yan Cang first discovered this and informed Grand Minister of Agriculture Chang. Chang informed Remonstrance Grand Master Yannian, who reported it to the emperor.
