少帝即位，以蔡廓為吏部尚書，不肯拜，乃以惠代焉。 When Emperor Shao came to the throne, Cai Kuo was appointed Director of the Masters of Writing for Personnel but declined the post; Hui was then appointed in his place.

談者以廓之不拜，惠之即拜，雖事異而意同也。 Commentators held that although Kuo's refusal and Hui's immediate acceptance differed outwardly, their intent was the same.
