日皇所謂『組織權限，爲朕親裁』，德相所謂『法定於君，非民可解』。 As the Japanese emperor said, "the organization of authority is personally determined by Us"; as the German chancellor said, "the law is fixed by the sovereign and is not for the people to interpret."
